Nietzsche saw the rise of the 'new' as a dominant value, to be a cause of a cultural neurosis.  

The optimistic faith in progress and an infinite future causing a restless belief that one had missed the best of times.  History changes from being a sequence of events to obtaining an underlying logic, where the present always negates the past, a place of constant transition between the past and future. Leading to the rise of irony, cynicism and the Museum.
